India: Porn sites banned in cyber cafes

Lucknow - The Uttar Pradesh government has banned surfing of pornographic
websites at cyber cafes. Offenders will face heavy fines and jail.
Uttar Pradesh IT Minister Veerendra Singh said that cyber cafes would have to
install equipment that prevents logging on to any adult site.
"There should be a master video-display to monitor all computers by the cyber
cafe owner," Singh told IANS.
All district magistrates and superintendents of police have been informed of
the ban and asked to conduct surprise raids.
Offenders can be fined up to Rs.200,000 and jailed for 10 years. First-time
violators face a fine of up to Rs.100,000 and imprisonment for five years.
Earlier, the government had ordered that cabins and partitions in cyber cafes
be pulled down for stricter scrutiny.
Partitions and closed door cabins are a strict no-no in cyber cafes after
police found people browsing through pornographic sites and watching obscene
films, officials said here Thursday.
"We have instructed all cyber cafe owners to remove partitions and closed-door
cabins for stricter scrutiny," said a senior police official.
The city police are also maintaining a dossier of all cyber cafes and closely
watching if anybody is violating instructions.
Police in this Orissa capital raided 26 of the 100 odd cyber cafes in the city
earlier this month and caught several café owners showing obscene movies
and customers, including young girls, browsing through porn sites.
