Debate heats up in Maharashtra over legislation of prostitution
August 4, 2004
Mumbai - A suggestion that world's oldest profession be legalised has sparked
off a debate in Maharashtra.
Mooted by none other than the state Governor Mohammed Fazal, the suggestion has
found both supporters and opponents.
It was Fazal's suggestion to the Chief Minister Sushilkumar Shinde that
brothels in the state be registered that stirred the hornets' nest with NGOs
working for the cause of commercial sex workers and leaders of political
parties coming out with their stance over the issue.
In view of the rampant flesh trade and concerned by the cases of AIDS among
commercial sex workers, the Governor had written on the issue to the state
government.
Fazal had suggested that brothels be registered, adequate protection be given
to commercial sex workers, their children be separated from mothers and they
should have access to health services.
Meanwhile, Home Minister R R Patil firmly rules out legalising prostitution in
the state.
"It is (legalising prostitution) not possible at all. I was the first person to
oppose a suggestion to that effect," Patil says.
Legalising prostitution would be against the Constitution the Home Minister
says.
However, Prabha Desai, who runs an NGO, "Prafullata for CSWs", for creating
awareness against the dreaded disease, welcomes the idea of legalising the
prostitution.
