Korea: Group wants child sex tourists punished at home

Children's advocates are calling for domestic laws to punish Korean men who use underage prostitutes overseas.

A study published by the National Youth Commission on Wednesday says the South Pacific island nation of Kiribati banned Korean fishing boats from docking in the islands for a time in 2003 because child prostitution became a serious problem whenever Korean deep-sea fishermen came ashore.

In the islands, which have a population of 85,000, there are 30-50 girls who exclusively service Koreans, most of them underage girls from low-income groups, some of whom are raising children of their own.

The National Youth Commission carried out an investigation on the island last month together with the international NGO Naeil Women's Center for Youth. It said the investigation came after a UNICEF report on the sexual exploitation of children in East Asia and the South Pacific last year listed Kiribati as a nation at risk.

There is even a word - "korekorea" - being coined in the islands for girls who service Koreans.

The commission says Korean sailors must be educated on the human rights of minors, and Korea should conclude an extradition treaty with Kiribati to strictly apply anti-prostitution and youth protection laws.

The NYC is also calling for Koreans who commit sexual crimes against children and adolescents overseas to be punished as if they had committed their crimes in Korea. There exists no criminal provision for overseas child sex tourism and prostitution in the country's laws.
