List of sex offenders released

The Commission on Youth Protection (CYP) yesterday released its fourth list of
sex offenders containing the names of 643 people.
The list, which gives the names, ages, birth dates, occupations and
neighborhoods of those convicted of sex crimes against minors, will be
available on the CYP homepage (www.youth.go.kr) for six months and will also be
posted on bulletin boards at major public offices nationwide for one month.
The CYP drew up the list after reviewing 1,221 sex offenders convicted in the
first half of last year.
Among the 643 individuals, 208 or 32.3 percent were convicted of rape or
attempted rape, while another 200 were charged with molestation. A total of 155
were convicted for purchasing sex from minors and 70 for soliciting underage
prostitution. Ten were charged for producing or distributing obscene material.
Teachers, professors, pastors, company executives and foreign workers were
among those included in the latest list.
So far, the names of a total of 1,926 sex offenders have been posted on the
lists, which have been released every six months since August 2001.
Starting from the fifth list, to be disclosed around October, the CYP said it
is considering releasing more information on criminals with serious offences to
block them from committing similar crimes.
"In the case of crimes which are liable to be repeated, such as rape and sexual
molestation, more information on the offenders should be released to better
protect minors," CYP chairperson Lee Seung-hee said.
But those who committed relatively light crimes will be taken off the list if
they take part in intensive counseling programs, she said.
According to the CYP, 1.9 percent of the sex offenders whose identities were
released in the first three lists repeated their crimes, while 15.3 percent
committed other offences, such as robbery and violent crimes.
