A Filipino labor attaché in Osaka, Japan is under investigation after a female administrative assistant complained of "unwelcome advances," Labor Secretary Patricia Sto. Tomas said in a statement Tuesday.

She said the investigation on the sexual harassment complaint by the unidentified employee against Labor Attaché II George Eduvala would be impartial.

Sto. Tomas said Assistant Secretary Maria Anthonette Velasco-Allones would head the investigating committee.

Allones is expected to submit its report and recommendation within 30 days from the start of the inquiry.

Under the law, sexual harassment is a "disgraceful and immoral conduct, classified as a grave offense punishable by suspension from six months and one day to one year for the first offense, and dismissal for the second offense."

"The secretary's decision is final and executory 10 days after receipt of the copy by the parties unless a motion for reconsideration is filed with the Secretary or an appeal is filed with the Civil Service Commission," according to the law.
