Japan's LDP considers bill to disclose sex offender info to communities
January 19, 2005
Tokyo — A ruling Liberal Democratic Party panel decided Tuesday to study the
feasibility of compiling a bill to enable disclosure of sex offenders'
addresses to local communities after their release from prison, panel members
said.
The LDP Judicial Affairs Division hopes to submit a bill addressing measures to
prevent sex offenders from committing sex crimes again to the Diet after a
150-day regular session convenes Friday, they said, but disclosing the
addresses to communities has already encountered opposition due to privacy
concerns.
Japanese police and probation officers were recently granted greater
responsibility and latitude to collect information and monitor sexual offenders
by the Justice Ministry.
The ministry will require the officers to have a detailed understanding of the
lives of the released sex offenders by such means as increasing the frequency
of their meetings with them rather than maintaining the conventional
supervision mainly offered by volunteer probation workers, the ministry said.
