Group offers counseling for school victims of sexual harassment

Tokyo — A nationwide network campaigning against sexual harassment in schools began two days of free telephone counseling Saturday for children who have fallen victim to sexual harassment by teachers and school officials.

The Osaka-based National Network for School Sexual Harassment Prevention will have female clinical psychologists and other specialists ready for the counseling on Saturday and Sunday.

In late June, the network published booklets containing information on school harassment, including stories by mothers of sexual harassment victims and surveys on sexual harassment in schools, in an effort to promote measures to prevent and combat sexual harassment.

According to the network, the number of teachers of public schools, including elementary, junior high and high schools, who received disciplinary action in the 2002 academic year for indecent behavior reached a record 175. It said more than half the victims were the perpetrators' own students.

Akiko Kamei, who represents the network, says many people often believe that teachers never sexually harass their students.

"As a result of this belief, even after victims report their suffering, people sympathize with the perpetrators and the victims' reports are denied," she said.

The counselors can be reached at 06-6995-1355 from 10 a.m. to 7 p.m. on both days. Counseling sessions will be treated as strictly confidential.
